Source reviewed September 9, 2026: Pima County's Project Blue FAQ describes a proposed 290-acre campus and the County's April 23, 2026 progress memo lists four issued water-capacity-letter records alongside active permitting. Tucson's July 2025 fact sheet gives projected average annual reclaimed-water allocations of 440 AFY for the primary initial phase, 870 AFY for primary full build, and 1,040 AFY if the secondary project reaches full build. These are projected allocation volumes that may vary, not measured consumption or a facility-wide service guarantee. The County's June 17, 2025 project announcement describes a developer commitment to use reclaimed water in industrial systems and replenish consumptive losses; AZPM reported approval of wells tied to the project with potential use up to 31 million gallons annually. Final well withdrawal, cooling, wastewater, and operating-use quantities remain unresolved.
Source reviewed September 13, 2026: the Arizona Corporation Commission says it approved TEP's special electric-service agreement for Project Blue and describes an initial anticipated load of 286 MW, with additional generation beyond that amount to be paid by the data center. TEP's agreement summary says the deal includes minimum monthly bills, financial security, and a termination fee if the project does not meet its obligations. These are approved planned utility terms, not proof of energized capacity, actual payments, or data-center IT load; the dataset's project scale remains unclassified.
