Read the category before comparing figures.

Public-money records describe subsidies, abatements, incentives, and infrastructure support. Political and advocacy records describe donations, grants, campaign capacity, reported ad spending, lobbying, or influence activity. One dollar of foregone tax revenue is not the same thing as one dollar spent on a campaign.
