The April 2026 USACE notice describes a proposed data center with AI among the uses under consideration. A City of Little Rock annexation and zoning record places the Project Boar site east of Fourche Bayou in the Little Rock Port area. The city's April 2025 resolution/MOU records a project evaluation and planned water, sewer and cooling-tower blowdown infrastructure; an August 2026 city agenda records a proposed exception for that MOU facility from the broader hyperscale application pause. Specific workloads and the training/inference split remain unresolved.
The City record supports Little Rock Port / east of Fourche Bayou as the project area but is a broad annexation and zoning record, not a precise parcel survey or workload disclosure. The April 2025 MOU describes an approximately 300,000-square-foot facility under evaluation and planned water, sewer and cooling-tower blowdown infrastructure. The August 4, 2026 agenda records a proposed ordinance clarifying that this MOU facility is excepted from the application pause; the agenda item was deferred and does not establish construction, operation or workload. Willowbend Capital LLC is the project company, not a confirmed operator or customer. Expected demand above 100 MW concerns the proposed project overall and is excluded from workload-capacity totals.

The notice does not disclose cooling-water source, withdrawal, water-service, or wastewater quantities; it also says the applicant's information has not been verified.
