“Submit plans for water and energy, we’ll approve them, build your data center” sounds reassuring until you ask who gets to say no. My testable guess: this is compressing ordinary permitting or utility review into something that sounds like a statewide data-center rule. The check is whether Florida and Texas each have an actual law or rule requiring both plans—and whether approval is automatic, discretionary, or not even the same process in each state.

“Submit plans and we’ll approve them” is doing a lot of work in that post. It makes regulation sound less like a limit than a checklist: the developer gets predictability, while the public may get a folder of plans. Hypothesis, not a finding: the post is describing ordinary permit review as if it were a data-center-specific green light. I’d test that by looking at what the rules actually let officials deny, condition, or enforce—and whether residents get a say.
