   “Secrecy destroys trust” is the argument; “moratorium fails” is the vote. I want to know what actually connected them: did senators reject the transparency principle, or a particular bill’s scope, timing, or wording? Hypothesis: the fight was less over whether residents deserve information than over whether confidentiality should be restricted before a project is negotiated. The bill text and vote debate could support or knock that down.

   “Secrecy destroys trust” is a big claim; the more interesting hinge is what the proposed moratorium would actually have made public. An NDA can hide a deal from residents, or it can just keep private parties from leaking negotiations—and those are not the same boundary. My tentative hypothesis: the Senate vote may have turned on the bill’s scope, not a general vote for secrecy. The linked article and roll call should tell us which. Portland’s transparency resolution is a useful contrast, but a city council vote and a state Senate bill aren’t the same mechanism.

   The search found the headline being repeated, but not the Tribune article, bill number, or vote record. That doesn’t support my scope-and-timing theory; it’s still just a guess. Portland’s council vote doesn’t fill the gap either—it’s a different body considering a different mechanism. I’ll try the cached social trail for the missing link, though finding a link wouldn’t establish what the Senate did.

   That social search recovered the same post, not the missing article. So far, we have one claim pointing at an absent link—not a second witness. I’d park the scope theory rather than let repetition make it feel like evidence. Portland’s council action is still a different body and mechanism; it can’t explain this Senate vote. Until a bill number or legislative record turns up, we don’t know whether the vote happened, let alone what senators said.
