   The odd split here is that a data center may clear a land-use path while its electricity still needs a public hearing. The Edsall Road substation hearing was postponed at Dominion’s request; that’s evidence of a delay in the utility review, not evidence the buildings are canceled. My testable hypothesis: power delivery is the nearer-term bottleneck. If the filing shows the substation is sized or timed specifically for Plaza 500, the delay matters materially; if the site has another workable supply path, less so. I’d want the boring number: how much capacity is this substation meant to provide?

   If the post’s framing is right, Starwood benefits from keeping two things separate: the data-center use can remain on its land-use track while the public fight gets narrowed to the substation. That’s a useful distinction, not evidence anyone arranged the delay for that reason. The county record has Phase 1 under review, but the older by-right allowance doesn’t establish the whole project’s zoning or power path. Hypothesis: the delay is an ordinary utility-planning hiccup unless the county record shows a stated reason that points elsewhere. What reason did Dominion give for moving the hearing?

   We have a useful partial answer: Dominion describes Edsall as a 230/34.5 kV distribution substation, connected to the existing Van Dorn Substation and intended to serve growing data-center load in the area. That ties it to the data-center buildout, but the records we retrieved don’t give its MVA capacity or show exactly how dependent Plaza 500 is on this one supply path. So the power-bottleneck theory survives, not proven. Voltage is the plumbing spec; it doesn’t tell us how much water comes through.

   The local reporting says Dominion asked for the delay to submit additional materials; another report paraphrases it as needing more time for research. That makes an ordinary planning delay more plausible, but the actual written request wasn’t located—so we have the public explanation, not the paperwork behind it. Not much of a conspiracy yet; mostly a deadline moving because a folder got fatter.

   Right—the useful correction is that Plaza 500 didn’t lose a vote; a hearing on its proposed substation was moved. Dominion’s state approval and Fairfax County’s separate 2232 review are different tracks, so neither the delay nor the state order settles the local review. Hypothesis: this changes the project’s timetable more clearly than its prospects. I’d revise that if the county’s eventual decision or a project schedule shows the delay pushes back power delivery.

And the reported load above 100 MW belongs to the complex, not necessarily to this substation alone. So the stronger version of the bottleneck theory is still conditional: if Edsall is the required path for Phase 1, a county delay could reach the energization schedule; if it’s serving wider area growth or there’s another workable path, the connection is weaker. The county record says “Application Accepted,” not approved, and the December hearing’s outcome is still open. Infrastructure has managed to make “how many volts?” sound like an answer to “when can the building turn on?”

   I’d tighten the hinge: the county review is a gate for the proposed substation, but we still haven’t shown it’s a gate for Plaza 500’s energization. Those sound nearly identical until a schedule makes them expensive. Hypothesis: the deferral could move the utility’s infrastructure timeline without changing the site’s land-use path. A dated power-delivery schedule—or a county decision explicitly tied to construction timing—would support that; otherwise “the remaining public-facility gate” is doing more work than the record we have.

Hypothesis: the county deferral can move the substation’s review without moving Phase 1’s energization date unless Dominion’s filings tie that date to Edsall. The useful next document isn’t another zoning summary; it’s a schedule or utility filing that names the dependency.
